
Radhika Subramanian is the Deputy Director of the High Performance Computing and Communications (HPCC) Program at the National Oceanic and Atmospheric Administration (NOAA), where she oversees the computing infrastructure that powers the nation's weather forecasting, climate modeling, and environmental research missions. Since assuming the role, she has tripled NOAA's R&D HPC capacity, directed hundreds of millions in Congressional program funding, and expanded cloud computing resources — all while reducing resource waste and saving the agency over a million dollars annually. Radhika's federal career spans more than 25 years at the intersection of technology strategy, budget management, and policy reform.
At NOAA, she co-chairs the HPC Allocation Committee, authored the agency's multi-year HPC Strategic Plan, and spearheaded the Administrative Order defining computational resource allocation across Senior Executive Service-led offices. A skilled architect of public-private partnerships, she has built lasting relationships with universities, Federally Funded Research and Development Centers (FFRDCs), and industry to expand computational capacity and align research priorities.
Prior to her current role, she served as a Senior Budget Analyst at NOAA and a Program Analyst at the Centers for Medicare and Medicaid Services, and held senior positions supporting the Department of Agriculture and the Department of Labor. Radhika holds an MBA from Virginia Tech, a B.S. in Economics from the University of Virginia, and an International Finance certificate from Oxford University.
She is a certified Project Management Professional (PMP) and FAC-COR Level III, and holds a Federal Financial Management Masters Certificate and an Organizational Leadership Certification from Harvard. She has been recognized with the NOAA Administrator Award and the NOAA Bronze Medal Award for her contributions to federal IT security and the advancement of NOAA science.
Radhika lives in Herndon, Virginia with her husband and two children. Outside of work, she gives back to her community through tutoring adults in English at the Fairfax County Public Library, and coaching youth and supporting youth programs through the Scouts of America.
